摘　　要： 公务员是政府运行的实际操作者,其道德素养对政府政策的制定和执行有着深刻的影响;公务员的道德责任与公务员的其他责任相比居于核心地位,对法律责任有补充和提升功能,是实现责任政府的关键。文章分析了公务员道德责任的内容:保障公民的生命财产安全和国家安全是公务员道德责任的重要内容,促进人们幸福是公务员道德责任的核心内容,维持社会秩序是公务员道德责任的不可或缺的内容。 Civil servants are the operators running the government, whose moral quality affects the constituting executing govemment policies. Compared with other responsibilities, civil servants＇ moral responsibility takes the core position, which compensates and promotes legal responsibility as a key to realize responsible government. Analyzing the content of civil servants＇ moral responsibility, it is concluded that the most important content is protecting the safety of citizesns＇ life and properties, the core content is promoting people＇s happiness, and indispensable content is maintaining social order.
