摘　　要： 学习型政府是实现政府管理创新的新思想。创建学习型政府是在21世纪把握时代脉搏,适应国际国内形势,抓住机遇迎接挑战的需要。创建学习型政府,就要树立新的学习理念,建立新的政府组织结构,健全政府学习网络,制定《政府学习促进法》,建立学习型政府的学习机制和组织文化。 Setting up the government of learning type is a new idea of realizing government management innovation. It is a need for holding era pulse, adapting to the domestic and international trend, grasping opportunity and meeting challenge. To set up the government of learning type, we need to build up new learning concept, construct the new government organizational structure, perfect the government learning network, constitute the Act of Government Learning Promotion, establish the learning mechanism of the government of learning type, and create organizational culture.
