摘　　要： 获取人才的途径主要有两条:一个是人才培养,另一个是人才的引进。湖南应在已形成人才集聚优势的基础上,运用科学人才观,创新湖南人才引进对策,以良好的环境,优惠待遇吸引人才,同时做好人才引进的统筹规划,建好人才市场,突破常规思维,以更灵活的方式广纳人才。 Two main ways to win talent are： One is fostering talent. Another is the recommendation of talent resources. That Hunan use scientific talent ideas based on the advantage of talent resource recommendation will attract talent because of good enviroments and preferential treatment. In the meantime, the overall planning of talent recommendation should be made well, the talent market should be built up, and the routin thought should be broken so as to send far and wide to invite talent quickly.
