摘　　要： 在炼油行业微利、能源形势严峻、市场多变的情况下,如何通过优化运行和管理,少投资或不投资实现日常生产过程在现有工艺和设备条件下的节能降耗,已成为炼油工业的紧迫课题。分析了炼油厂运行和管理优化的必要性,提出了运行和管理优化的基本概念及目标,总结了运行和管理优化的原理和措施,符合国内炼油工业的实际,具有可操作性和明显的节能效果。 Under the condition of low profit in oil refining industry, serious energy supply shortages, and the changing market, energy conservation in oil refinery through the optimization of operation and management, without investment or with little investment has been highlighted. The basic concept and objective of the optimization for operation and management in oil refinery are analyzed and the principles and measures are summarized. It is suitable for domestic oil refining industry, and has operability and evident energy conservation effect.
