摘　　要： 从政府管理的角度来看,利益分化与利益协调应该是同一个过程,或者说是一个过程的两个方面。政府对于利益协调的一般原则和目标包括:维护合法利益、缩小利益差别、缓解利益矛盾、增进共同富裕。围绕利益保护和利益协调的社会价值取向主要有:把实现社会和人民的整体利益作为最高价值目标;正视物质利益在社会进程中的基础性作用,充分尊重公民个人的合法利益;有必要提倡一种“利己不损人”、“利己又利人”(双赢)的价值选择。正确处理利益分化条件下的利益协调,是“代表最广大人民根本利益”的体现,更是建立和谐社会的必然要求。 As far as the government administration is concerned, the interest differentiation is coordinate in process with the harmony of interests. The general principles and aims of the government for the harmony of interests involve the following aspects： to safeguard the legal interest, to reduce interest difference, to ease up interest contradiction and to promote common prosperity. The social value orientation concerning the interest protection and harmony of interests includes： taking the overall interest of people and society as the maximum value objective, facing up to the elementary function of material grains in the social process setting store by the legal interests of individual citizens, advocating a value option- “benefit oneself without harming others benefit either oneself or others”. It is the manifestation of “represent the basic interests of the overwhelming majority of the people” and the certain requirement for constructing the harmonious society to deal with the harmony of interests on condition of the interest differentiation.
