摘　　要： 长期以来,国际关系学界忽略了国际制度对公共政策制定的影响。事实上,国际制度中的知识因素在这两者关系中扮演着复杂和重要的角色,一方面,在应对许多专业性国际制度的政府决策中,知识往往扮演了权威的角色;另一方面,国际制度中的国际规范对于塑造决策机构的行为具有非常重要的意义。因此,日趋专业化的国际制度和相关的国际规范性因素正在逐步改变各国政府政策制定的运作环境。作者从《联合国气候变化框架公约》这一实证个案切入,通过知识建构角度论证国际制度推动了中国气候变化政策协调的发展。 The influences of international regimes on public administration are often neglected among IR scholars.In fact,the knowledge factors of international regimes have played a complex and important role on international regimes and public policy making: on the one hand,policy making toward some international regimes depends on knowledge,while,on the other hand,the normative factors of international regimes change the environment in which governments operate.The author,by attempting to answer this question through knowledge-based explanations and in-depth studies,indicates that the international regimes contribute to the development of policy coordination in China
