摘　　要： 全方位评价是在国际流行的生命周期评价的基础上提出的空间链上的兼顾资源、环境、能源价值的科学评价体系,通过对项目的时间、空间链的分析,实现对资源的最优配置和环境的最小损害。因此,全方位评价是理性统筹我国造纸产业发展规划的科学理论基础。对我国造纸业林浆纸一体化的全方位评价表明,充分利用国内外资源、资金,在全球范围内计划造纸业的产业链,在经济上是可行的,在环境上是有利的。 In order to debottleneck the China＇ s paper industry development, domestic scholars put forward the idea of integration of forest-pulp-paper. But the domestic resources limit the implementation of integration of forest-pulp-paper. How to realize the sustainable development of paper industry？ Global Cycle Assessment is a scientific ideology, that integrates the values of resources, environment and energy in the space direction, based on the international prevalent method of Life Cycle Assessment. Through the time chain and space chain analysis, the most optimistic resources distribution and the least environmental loss are achieved. As a result, Global Cycle Assessment is the scientific theory that can help us to rationally plan the development of China＇ s paper industry chain. As shown from the Global Cycle Assessment on China＇ s integration of forest-pulp-paper, it is an economically feasible and environmentally sound idea.
