摘　　要： 针对县级调度操作票的特点和现有系统存在的问题,引入操作单元的概念。介绍了操作单元的形成和应用,使得操作中各相关操作设备以操作单元的方式联系在一起;操作规则也因此可以用操作单元的状态变化来描述,提高了开票的速度和准确性。 It introduced the concept of operate- unit, according to the characteristic of the county dispatcher operation - order - sheet and the problems of existing systems. It introduced the forming and application of operate- unit. Operate - unit makes the operate equipments to be linked together by the way of itself, and the operation rule can be described with the state changes of operate- unit. In a word, operate- unit has improved the speed and accuracy of making out an operation - order- sheet.
