摘　　要： 法律意识是法治模式构造、运行与变迁的先导和基础,直接决定和反映着一个国家的法治状态和法治水平;法治的实践,不仅意味着社会管理结构的改革与制度模式的变迁,更意味着人们的法律意识与法制实践的同步更新与发展。我国公民法律意识的总体状况已经有了很大的提升,但与法治的内在要求相比仍有较大差距。公民法律意识只有根植于丰厚的法治社会生成的土壤之中方能得以历练和提高,这就要求进一步完善自由平等竞争的市场经济制度,塑造以市民社会为基础的多元文化环境,用民主和法治铸造社会主义和谐社会。 legal consciousness is the guide and basis of construction, operation and variation of the ruling model by law, which directly determines and reflects the legal status and legal standard of a nation. The practice of ruling by law means reform of social administrative construction and change of system model. What＇s more, it implicates the simultaneous renewal and enhancement of legal consciousness and legal practice of people. The present situation of legal consciousness of our citizens has improved a lot in general, but there is still a great distance to the interior demand of ruling the country by law. It is only in the abundant soil of a country ruled by law that the legal consciousness of citizens can be disciplined and proved, which requires us to further the perfection of free, equal and competitive market economic system, establish the multi-cultural environment based on civil society, and build the harmonious socialism through democracy and ruling by law.
