摘　　要： 数字环境给著作权人、图书馆、用户带来了利益的变动,我们应该重新审视合理使用制度及其相关问题,特别是临时复制、链接与帧联、文献传输、作品数字化等争议性较强的问题。为促进数字环境下图书馆的合理使用,笔者认为应从完善我国《著作权法》中“合理使用”条款和构建权限管理系统与版权管理机构相结合的图书馆合理使用基础结构两方面着手。 The rights among work owners,libraries and users have changed in the digital environment. Fair use system and its related problems must be reconsidered, especially some argumentative subjects under discussion like temporary reproduction,linking and framing,documentation transmission,digitization of work, and so on. To prompt fair use of library in digital environment, fair use provisions in ＂Copyright Law of The People＇ s Republic of China＂ must be perfected and infrastructures of library fair use combining rights management system with copyright administration institution must be constructed.
