摘　　要： 近年来,农民增收进程缓慢,城乡差距不断扩大,这一局面的形成有其制度根源。由于制度改革在一国经济发展中具有重要作用,因此作为政策的制定者,政府应当完善各项相关政策,为广大农民创造一个公平合理的就业环境。 In these years, the rate of peasants＇ increasing income is slow and the gap between city and village is widened. It is attributed to the institution rots. Because the institution reform plays an important role in the economy development, as the policy and institution maker, government should perfect the related institution and policy to create the fair and reasonable environment for all the peasants.
