摘　　要： 我国高等学校在建设面向社会自主办学的新体制和运行机制方面，仍然是步履艰难，收效不大。本文把推进我国高校管理科学化建设的主要内容概括为“明确一个方向，完善两种机制，健全三维体系，落实于四个方面”。深化高校改革，应明确以完善自主办学为方向。在建设自我发展机制时应以健全激励体系为重点和先导，建设自我约束机制时应以健全评估体系为主要手段。抓住这两个建设重点，才能促进高校管理自我发展、自我约束机制的良性运行，保证高校改革的健康发展。 Higher learnings have made little progress yet in building a kind Of new system and move mechanism of its autonomy of administrative management facing society. This paper seeks to summarize major contents of carrying scientific building of Chinese higher learnings administration forward as:" Making clear a direction, Consummating two sorts of mechanism, Improving three￣dimensional system, Implementing it to four fields". To deeperi reform of higher learnings,we should make it clear that the direction of deepening the reform of high learnings is consummating autonomy of administration. While building mechanism of self-development, we should make it focal point and forerunner to perfect the inspiration system, and while building selfdiscipline mechanism, we should make it major measure to improve assessment system. If seizing these two building stresses, we can promote higher learnings self-development, self-control mechanism to move well, and guarantee the reform to be healthy in progress.
