摘　　要： 中共十六届四中全会通过的《中共中央关于加强党的执政能力建设的决定》,首次提出"文化生产力"这一概念,为本文提供了坚实的理论基础与政策保障。作者认为中国遗产资源保护与发展所面临的一系列问题,基本上都是围绕"利益"而来的,并提出了优化对策。这一系列问题,均可以用"遗产旅游业—遗产产业—文化产业"这一思路来理清。 CPC Central Committee Decision on the Enhancement of the Party's Governance Capability was adopted at the Fourth Plenum of the 16th CPC Central Committee, and firstly puts forward the concept of 'Cultural Productivity', which provides theory basis and policy guarantee for this article. The author believes that a series of problems that the conservation and development of heritage resources in China faces virtually attribute to interest problems, and puts forward some optimizing measures. The series of problems can be solved by the method, that is, 'heritage tourism—heritage industry—cultural industry'.
