摘　　要： 从实然的层面看,国际环境法具有较明显的早期性;从应然的层面分析,国际环境法则具有向协同性发展的态势。实现国际环境法的协同性是一项艰巨和庞大的综合性系统工程,但这也是国际环境法得到进一步发展的契机。在国际环境保护已经成为不可逆转的历史潮流的情况下,对当代人来说,重要的是立足于现实,尽力减少或消除国际环境保护机制中不利于实现国际环境法的协同性的因素,完善国际环境保护法律体系,使人类社会的发展在理性的指导下有条不紊地进行。 From the perspective of reality, international environmental law has the characteristics of immaturity, but it also shows the tendency of synergy. Frankly, it is difficult to realize the synergy of international environmental law. The international community should actively face up to the challenge, reduce or eliminate the factors which are unfavorable for the realization of synergy, and improve the legal system of international environmental protection. Thus, the dream to realize the sustainable development of human society will come true in the future.
