摘 要: 集体建设用地流转会对城市土地征用、管理、利用等产生重大影响,应采取以下应对措施:控制和缩小征地范围,以市场运作方式获取经营性项目用地;推行年租制,发行土地债券和城市基础设施建设债券;严格控制城市土地供给总量;集约化使用农村集体建设用地,以优化城市空间结构;清理集体建设用地隐形流转市场,并加强农村集体建设用地的产权管理。 The transfer of collective land for con- struction has caused major impact on the urban land in terms of acquisition,management and utilization.Therefore the following countermeasures should be taken:control and reduce the scope of land acquisition,acquire the land for operation pur- pose through market operation,implement the an- nual lease system and issue land bond and urban infrastructure construction bond,strictly control the total amount of supply of urban land,make intensi- fied use of rural collective land so as to optimize the urban space structure,clean up the hidden transfer market for collective land for construction and strengthen management on the property right of the collective land for construction in the rural area.
