摘　　要： 随着经济的发展,环境问题日益突出。当今的国际背景决定了我国不可能走"先发展,后治理"的老路,加强环境治理实现可持续发展已成为世人的共识。然而,对于环境治理的参与主体是否仅限于政府,可否引入他种角色———环境非政府组织形成合力以完善我国环境治理体制的问题,本文尝试探讨。 The issue of environment is becoming more important following economic development. We cann't go along the way of 'harness after development' for the international background now, it is known to all of us that the ever-lasting development depends on the environment harness. But people haven't achieved the agreement about the issues that if government is the sole anticipant and whether the other role--ENGOs (environment non-government organizations ) could join in to improve the system of environment harness with government in our country. This article is about these problems.
