摘　　要： 企业集群在经济增长中的突出表现引起了学术界的关注。企业集群的特点是:它是市场竞争锤炼出来的中小企业的合作方式;是产权分立,各有独立利益的企业群体;(是一个不断创新的系统;是一个以诚信为基础的企业群体。)它的形成与一个地区的资源禀赋没有直接关系。企业集群是自发形成的,不能人为打造。行政区域政府只能通过推进制度创新为企业集群的形成和健康发展创造条件。其内容包括:保护产权,提供质优价廉的公共产品,培育社会诚信,支持各种中介组织。 The extraordinary performance of local clusters of enterprises in economic growth has aroused the attention of the academic world. They are of following characteristics: (l)They are a kind of cooperation among those small and medium-sized enterprises, resulting from market competition; (2) They are of independent proprietorship, that is, the individual firm in the clusters has its own benefit; (3) They are a system of continuous innovtion;(4) They are based on fidelity and honesty; (5) Their ormation is not directly related to the endowment of natural resources in the local area. They come into being spontaneously and voluntarily, and can not be made intentionally by a certain group of people. The government of the administrative region can provide favorable conditions for the formation and healthy development of local clusters of enterprises by boosting system innovation, including protecting the proprietorship, providing inexpensive but good quality public goods, fostering social honesty and supporting different kinds of intermediary institutions.
