摘 要: 建立适应社会主义市场经济的人力资源管理制度,是建立现代大学制度的重要内容。深化高校人事制度改革,必须整体设计,教师与管理人员聘任改革同步推进,将教师聘任的权力和责任赋予院系,实行教师评价制度创新。其关键是实行科学管理,从以事为本转变为以人为本,从重数量和效益转变为重结构和素质,从人事管理转变为人力资源管理。 Building human resource management system under the socialist market economic system is the key to establish the modern university system. It is necessary to deepen the personnel system reform in Chinese universities from the whole point of view. We should carry forward the appointment of faculty and administrators at the same time. The power and responsibility of appointment depends on the school or department which can reform the system of teachers evaluation. The paper concludes that the most important thing is to improve the scientific management based on human centered. That needs to pay much attention to the structure and quality of management and change from the personnel management to the human resource management.
