摘　　要： 对1991-2004年我国利用外资地区结构的分析,发现外资在东部沿海地区与东北、中部、西部地区的地区结构非均衡状态相对稳定;在东部沿海地区内部,出现了外资从海南、珠江三角洲、福建等“南方”沿海北上长江三角洲、环渤海经济圈等“北方”的强劲态势。这说明外资投放地区的选择,是资本追求利益最大化本性的反映,而政府的优惠政策和管理所能发挥的作用,可能是有限的,所以要重新审视政府对外资政策的基本思路。 The author has studied the FDI conditions in China from 1991 to 2004, and found that the whole distribution is non-equilibrium, but in inner southeast coastal regions, FDI is shifting northward from the southern provinces like Hainan, the Pearl River Delta, and Fujian to the northern part of the Yangtze River Delta, Bohai economic zone. This means that as seeking profit is the nature of capital, so comparatively speaking, the role of the government and the effect of favorable policy are limited. It's time we reexamined our own FDI policy.
