摘　　要： 宪政是以宪法为前提,以民主为基础,以法治为载体,以权力制约权力,以实现人权为宗旨的政治组织形态。宪政制度是西方社会演进的产物,发端于古希腊的契约文化、古罗马的法律制度。 Constitutionalism is a political organizational form with constitution as the premise, democracy as the basis, rule of law as the carrier, restricting power with power and aims at realizing human rights. The constitutional system is a product of evolution of the Western society, the covenant culture originated from ancient Greece, the legal system of ancient Rome, the Christian civilization and the liberalistic tradition are the ideological basis for generation of the constitutionalism.
