摘　　要： 公共服务民营化现已成为一种世界性潮流。我国从20世纪80年代初开始实施民营化,作为一种以改善政府为目标的务实的战略,公共服务民营化的顺利推行与政府作用密切相关。中国政府在公共服务民营化中的角色应为规划决策者、监管者、培育者、组织安排者、裁判员、生产者、倡导者等等。 The private management of public services has become a worldwide trend. China adopted the private management of public services since the early time of 1980s. As a practical strategy aiming at improving the government functions, the smooth implementation of the private management of public services has a close relationship with the role of the government. In the private management of public services, the Chinese government should play the role as program decision-maker, supervisor and manager, cultivator, referee, organizer, producer as well as advocate.
