摘　　要： 国民政府时期的西北开发运动经历了两个阶段 ,形成了开发西北的热潮。其总体思路是 :坚持以孙中山的“建国遗教”为开发西北的基本指导思想 ;从抗战建国的战略高度来看待开发的意义 ,从党务、政治、经济和军事等多方面同时着手 ;交通、能源建设是开发的重点 ;注重水土、森林保护 ,开发与保护并举 ;坚持轻工业、重工业并举的发展战略。值得注意的是 ,作为祖国最遥远的边陲省份新疆在当时开发西北的呼声中受到了特别关注。但是由于国内外诸多矛盾的存在 ,制约和影响了这次运动的深入发展 。 The North West development by Kuomindang government experienced two steps,which formed a heated wave of developing North West China.The basic idea is:persist in Sun Yat sen's “building the country and transmiting education” as the basic idea of developing North West China;attaching importance to the War of Resistance against Japan and starting the drive simultaneously with the Party work, politics, economy, military service and so forth; taking transportation and energy resources as the key link to the development;paying special attention to the protection of water,soil,forestry;insisting on the simultaneous development of both light and heavy industry.Special concern is that the development of the bordering province Xinjiang aroused the peoples' attention in the developing drive.Owing to the mutiple contradictions both in and out,which affected the further unfolding of the movement,the result was not what the people originally thought.
