摘　　要： 根据黄土高原地区实际情况及江泽民同志的重要批示，提出了“重视水土保持工程措施，广泛应用水土保持林草措施，优化水土保持耕作措施，挖掘水土保持农业措施的具体对策”。 Abstract The Chinese government has decided to improve the natural environment of the Loess Plateau in China.This paper offers some suggestions on measures of water and soil conservation in aspects of forestry, agriculture, project designing and admnistative managment according to the characteristics of the plateau and the current governmental policies.
