摘　　要： 宋初皇帝具有注重完备法制,强调使官吏明法,重视慎刑恤狱,绳赃官重法等法制思 想。在这些思想指导下,创立了宋代法律体系,通过法律考试等措施来提高官吏的法律素养,加强 司法制度建设以预防冤狱,并在实践中严惩贪官,取得了明显效果。 The Emperors in the early of Song Dynasty possessed the thought of emphasizing legal system innovation, officials' understanding of laws, prudent criminal punishment and lawsuit as well as sentencing rotten officials. Guided by these thoughts, the legal system of Song Dynasty was established by means of such measures as: improving officials' law quality through law tests; strengthening judicial system construction to prevent wrong lawsuit; severely punishing rotten officials in practice. These measures were prominently effective.
