摘　　要： 我们认为方法论应该成为行政学研究中的重要部分。在我国学者的行政学 理念引介工作中,乃至于在我们的行政学理论建构工作中,方法论体系的重要性一直没有 得到足够的重视,这从根本上导致了我们行政学研究中方法论的结构性失衡。本文以经验 性的数据证明了在过去4年半的时间里我国行政学研究方法论在整体上产生的偏向,在与 国外同时期行政学研究方法论作对比的背景下,我们分析了产生这一现象的最主要的原 因,并且分析了方法论"结构性失衡"的背后,可能隐藏着中国行政学基础理论"结构性缺 失"的重大问题。 The authors argue that methodology should be an important part in the research of Public Administration and that the methodological system hasn't been attached importance to in the introduction of concepts of public administration and in the course of construction of our public administration theories, which essentially results in structural imbalance methodology for study on public administration. This article cites data from experience to demonstrate the structural bias of methodology for research on public administration. Contrasting ours with foreign simultaneous ones, the authors analyse the major causes for that phenomenon, and points out the structural absence may exist in the basic theories of Chinese public administration.
