摘　　要： 本文依据变迁时序和表现形态建构了"政策时滞"、"政策博弈"、"政策演进"三个理论纲要,并在三个理论纲要下尝试性地提出了九个基本的理论命题。其目的在于揭示和阐述公共政策变迁的内在逻辑,同时也说明公共政策变迁的自变量和因变量所建构变量系统的复杂性。 This paper constructs three theoretical outlines, including policy delay, policy game and policy evolution. And then the author tentatively proposes nine theoretical propositions based on the three theoretical outlines. The aim of the paper is to reveal and explain the inherent logic of public policy changes, to indicate the complexity of the variable system constructed by the independent variables and the dependent variables of public policy changes.
