摘　　要： 通过政府安排和参与的一系列市场和非市场制度建设,发展型政府以加强自身能力建设来引领本国经济发展,增加其政府的合法性。发展型政府一般具有较高的自主性,使得其在国内和国际资源控制和竞争中具有更多的支配能力。精英大众范式政策制定模式普遍存在于发展型政府中,并影响了政府与社会的关系。 Through a series of market and non-market institution building and governmental arrangement, the developmental state leads the country's economic development, and also increases its legitimacy in the mean time. The developmental state enjoys a very high autonomy which improves its capacity in the control and competition of domestic and international resources. The elite/mass model exists in the decision making process of developmental state and influences its state-society relation.
