摘　　要： 本文考察了东盟重要的决策机构--部长会议的发展与演变过程,指出东盟部长会议的二元性直接导致了东盟决策缺乏有效性和统一性。 This article examines the evolvement of ASEAN Ministerial Meetings, the important decision - making body of ASEAN, and concludes that the duality of the Ministerial Meetings directly leads to the inefficiency and disintegration of ASEAN' s decision - making.
