摘　　要： 分析了国外公共产品理论的内涵和公共事业部门改革的实践,提出了我国公共事业部门改革的思考。 Infrastructure industry has been treated as natural monopoly industry for a long time. But the texts of public goods have proved that the low efficiency is an extensive and popular phenomenon in providing entities of public goods. The public providing theory analyzes the dilemma between quality and efficiency of public goods. The practice of corporatisation and socialization of providing entities of public goods in western countries has given us inspirations about the extent of government's interference in public utility departments.
