摘　　要： “六一六”兵变后 ,陈炯明部到处焚杀劫掠 ,孙中山指挥海军炮击广州市区。双方的行为给广州民众带来了巨大的生命财产损失。广州民众奔走呼号 ,多方调停。孙、陈双方虽没有拒绝调停 ,但都是利用调停来谋求自己的利益 ,甚至把广州民众的安全作为谈判的筹码要挟对方。可见 ,在特定的历史环境中 ,民众虽有自己的判断力和愿望 ,但因无权无枪 ,难免软弱无力 ,不能左右事件的进程 ,注定是受害者。但民众在受害的同时 ,其呼声和要求也给当事各方增加了压力 。 After June 16th Mutiny broke out, Chen Jiong-ming's army robbed and killed people everywhere. Sun Yat-sen commanded the navy to bombard Guangzhou city proper. What Chen and Sun had done caused great damage to the property and lives of Guangzhou's common people. The common people tried to intervene between Sun and Chen. Although both Sun and Chen didn't refuse to accept the intervention, they made use of it for their own interest and even took the safety of Guangzhou's common people as negotiation counter for coercing the other party.
