摘　　要： 当前,影响二元经济结构转变的主要因素有:较低的经济发展水平和农业生产力水平,城乡分割的市场和有差别的财税政策。应当统筹城乡税制,建立城乡统一市场,完善农村教育、医院保障制度,以促进二元经济结构的改变。 At the present time the main factors that influence the transformation of the dualistic structures are the lower level of economic development and of agriculture productivity, the markets separated by cities and rural areas and the different policies of finance and tax. We should plan the tax system of both city and rural area as a whole, set up united markets both in cities and rural areas, perfect the education in rural areas, perfect the system of medical guarantee, and improve the transformation of the dualistic economic structures.
