摘　　要： 自从 2 0世纪 2 0年代确立以医生治疗为主要特点的“英国体制”以来 ,英国的禁毒政策已经历了半个多世纪的演变。在这一历程中 ,英国政府根据变化了的现实状况不断对禁毒政策的重心加以调整 ,以适应新情况、解决新问题。由于禁毒政策存在很多不足 ,致使英国的毒品泛滥问题始终没有得到很好的解决 ,反而愈演愈烈。与此同时 ,英国政府在长期的禁毒工作中也积累了不少成功的经验 ,可以为我国的禁毒工作提供有益的借鉴。 British anti-drug policy has been under transformation for over half a century since the so called “British system” was established in 1920s. During the process, anti-drug policy was constantly adjusted in order to be adaptedto new conditions and to solve new problems. Nevertheless, owing to the deficienciesof the policy itself, the issue of drug abusing in Britain has not been addressed effectively, but become even worse. In the meantime, the British government has accumulated some successful experience during its long-term fighting against drug abusing.
