摘　　要： 高校办公室是高校的综合管理机构 ,处于高校管理系统的枢纽地位。它的基本任务是参与政务、管理事务。高校办公室在领导决策中应发挥参谋作用、信息库作用和监控作用。为此 ,高校办公室要积极争取校领导的重视 ,提高办公室秘书人员的群体素质 ,做好信息管理工作。同时 ,注意参与决策适度恰当 ;提供信息实事求是 ;树立全心全意为人民服务的思想 ,充分发挥高校办公室在领导决策中的作用。 UO in China thatis the mostcomprehensive managing organ in every college plays the central role in managing system,and its basic task is to participate in political affairs and to han- dle with daily affairs,so ithas the functions of giving advice before policy decision,providing in- formation during leaders'decision-making,and supervising officiating circumstances after leaders'policy-making.How to exertthe effectof UO is as follows:trying for leaders'(policy- makers') recognition;improving the quality of office crew;making a good use of information.
