摘　　要： 文章就公有民办二级学院这一新的办学模式的发展问题 ,结合当前的教育环境和实际 ,提出了依靠学校本部在教学管理、专业建设及师资力量等方面的优势 ,结合民办二级学院相对独立、自主的灵活政策 ,注重教育质量 ,合理设置专业 ,实行科学、规范的管理 ,努力达到以学养学 ,在改革中不断发展。 This paper discusses the development of a new mode of running a college-the state owned but privately run college. Combining with the current educational environment and reality, it presents the viewpoint that we should rely on some advantages such as the education administration, the construction of specialities, and teachers of the main campus, that we should make full use of the relative independence and flexibility in policy, that we should attach importance to teaching quality, that we should work out a rational arrangement of specialities and try to achieve the goal of feeding the college on its own incomes and expand the college in the process of reform.
