摘　　要： 新中国成立以来,一直奉行睦邻外交政策,注重发展与周边邻国的关系,但与周边国家建立真正的和睦相处、共同发展的关系,却是最近几年的事情。冷战后,尤其是最近几年,中国尤其注重发展与东盟的关系,与东盟结成好邻居、好朋友、好伙伴,睦邻外交取得了辉煌的成就。中国与东盟关系的快速发展和提升向世界表明,中国的和平崛起对其邻国不会构成威胁。 Since the founding of New China, the Chinese government has attached importance to the development of friendly relations with its neighbors. But the establishment of the truly friendly relations is only a recent affair. Since the end of the cold war and particularly in recent years, China has accomplished significantly in befriending ASEAN countries. The rapid growth of the Sino-ASEAN friendship shows that China′s peaceful rise will not constitute any threat to its neighbors.
