摘　　要： 党的十六大提出全面建设小康社会的宏伟目标,而全面建设小康社会的重点和难点却在农村,尤其是西部农村。因此,十六大将“全面繁荣农村经济,加快城镇化进程”作为新时期经济建设和经济体制改革的重要举措之一。乡村旅游作为一种新型旅游项目,有助于功能型城镇的构建并能够实现农村富裕劳动力的转移。 The 16th Conference of CPC puts fonvard the grand goal of full construction of well - off society, and the key and difficult point of such construction lies in the countryside, especially the countryside in Western China. Therefore the 16th Conference regulated that in the new ara the main measures of economic construction and reform of economic systems are to 'fully prosper countryside economy, promote the process of urbanization'. As a new form of tourism project, countryside tourism helps the construction of functional township and realization of extra labor transfer in countryside.
