摘　　要： 当代中国行政改革处于全球化的大背景下 ,因此其宏观的发展趋势是带有共性的 ,即走向政府主导下的市场化和社会化趋势 ;在微观层面上 ,则表现出诸多的行政改革的困境。分析中国行政改革的宏观趋势和微观困境 ,有助于全面把握当前进行的公共行政改革。 Modern China's administrative reform is on the grand background of the globalization.Its macrotendency has the common characteristics.That is the market and socialization tendencies guided by the government.On the microview it shows a lot of difficult positions in the administrative reform.This is of great help to the current public administrative reform.
