摘　　要： 海洋开发主体在开发利用海洋自然资源时 ,往往会产生负的外部性 ,所以在对项目中费用和效益识别的基础上应加强海洋开发项目的国民经济评价 ,其中采用的主要经济指标有经济净现值、经济净现值率、经济内部收益率。 Because of public nature of marine natural resources, when man exploits them, negative externalities often arise. Therefore, we ought to strengthen the Cost Benefit Analysis (CBA) when we evaluate the exploitive projects of ocean. This paper discusses the necessity, discernment of cost and benefit, and the evaluation targets design of CBA when we evaluate the exploitive projects of ocean.
