摘　　要： 2 0世纪 70年代以后 ,英国社会保障制度面临严重困境 ,撒切尔政府根据撒切尔主义的基本原则 ,制定了英国社会保障制度改革的目标和方针 ,这就是 :社会保障制度的发展必须与社会经济发展保持一致 ,必须建立在国家责任与个人责任相结合的双重支柱上。撒切尔政府社会保障制度改革的主要措施包括 :直接降低一些社会保障津贴的标准 ;改革社会保障制度的一些惯例使其更加合理 ;改变社会保障制度的普遍性原则 ,实施选择性原则 ;推行社会保障私有化等。撒切尔政府的社会保障制度改革 ,是 2 British social security system has been in a dilemma since 1970s. Therefore, the Thatcher government set up the general object and policy of social security system reform based on the basic principles of Thatcherism. The principles included the development of social security system must be consistent with social and economic development, and it must be based on the double pillars of shared responsibilities of state and individuals. The main measurements of the reform are composed of lowing the standard of social security subsidies directly, reforming the principles of social security to make it more reasonable, carrying out the principle of “selective' instead of “general', as well as pushing forward the privatization of social security service. The reform had important impacts over British social security system in the late 20th century.
