摘　　要： 从比例原则的渊源开始谈起 ,讨论了比例原则的内涵 ,并介绍了其他国家和我国台湾地区比例原则的发展及适用情况 ,然后通过分析我国比例原则的发展现状 ,提出建议并作出结论。 The proportion principle is an important basic principles in a lot of national administrative laws, honored as' principle of imperial crown' in the administrative law. In many countries, proportion principle has been applied already in degrees. But in our country there are fewer people studying the proportion principle. Proportion rules have important reference meanings to the building of our country's administrative legal system. This paper introduces the origin of the proportion principle of both Taiwan and some foreign countries, and then discusses the intention of the proportion principle. Based on the reality of our country, suggestions are given and conclusions are made in this paper.
