摘　　要： 根据文化遗产的价值和类型,实行中央与地方分级管理,是世界各国遗产管理制度的基本取向。由于不同的历史原因和制度条件,各国中央政府对文化遗产管理的程度、范围不同。在这些制度条件中,地方政府是否对土地拥有直接控制权、地方财政的支出比例、中央对地方政府的绩效考核等因素,决定了文化遗产中央直接管理的程度,也构成了中国文化遗产实行中央直接管理的最主要约束条件。 To categorize heritage properties according to their values and types and put them under management either by the central government or by the local is a practice generally applied in many coun?tries in the world. Such direct management of the central government differs in extent and scope from coun?try to country due to historical and institutional reasons. Among the institutional reasons, whether the local government has direct control of land, its expenditure ratio, and its performance evaluated by the central gov?ernment decide the extent to which the central government assert direct management over heritage proper?ties. These reasons, on the other side, form constrains on the central government concerning their direct man?agement.
