摘　　要： 广东作为国家的低碳试点省,承担着低碳发展先行先试的历史使命。为进一步定量评估低碳政策和技术措施对广东经济和能源系统的影响,文章建立基于能源平衡表、投入产出表的定量经济模型,评估碳减排总量目标、行业减排目标、碳交易和行业技术措施对宏观经济的影响,以支持低碳发展中技术和政策机制的制定。 As one of the countrys low-carbon pilot provinces,Guangdong Province undertakes the historical mission of acting as an early mover in low-carbon development. Under the dual constraints of energy and carbon reduction in the transition process,a hybrid 2-region CGE model will be developed to study the energy structure and energy technology changes,explore the interaction between energy,economy and environment,reflect the linkage between economy and environment under the value coordination framework,optimize the low carbon development pathway of energy structure,reflect the linkage between policy and technology,and achieve the harmonized development of energy,economy and environment. Finance and taxation policy towards environment is an important policy choice for materializing the scientific outlook on development and achieving the target of environmental protection.
