摘　　要： 本文从物质资料的生产和人口生产的理论出发，探讨了经济发展引发人们生育观念变化的原因，并针对目前我国农村计划生育所存在的问题，提出了解决这些问题的途径和措施。 Starting from the theory concerning the production of material resources and the reproduction of population,this paper investigates the causes of changes in people's concept about population birth brought about by economic development,and proposes some means and measures to be taken against violation of birth control regulations prevalent in China's countryside.
