摘 要: 社会管理始终与社会的变迁紧密联系在一起,这就注定了社会管理必须以创新来应对社会变迁。社会管理创新是一个复杂的系统工程,对于处在草创阶段的中国社会管理创新来讲,最为重要的创新是厘清社会管理的基本思路,其次是不断创新社会管理的制度体系,最后则需要在社会管理的手段上不断摸索。当国家管理社会的时候,必须以尊重社会为条件;当社会自我管理的时候,必然以公民自重为基础。如此,社会管理的创新,才可望具有强大的规则力量。 Social governance and social transition are always closely related to each other,which indi-cates that the former must use innovation in response to the latter.Social management innovation is a complex project.For China which is still at the initial stage of innovating its social management,the most important in-novation is to establish a clear basic thinking on social management,then constantly innovate the system for social management,and finally keep exploring means of social management.When the government manages society,it must base its work on a respect for social conditions;and when social self-management functions,the basis must change to be people's self-respect.Only thus can innovation in social management be expected to have powerful influence.
