摘　　要： 本文针对国第三产业发展过程中普遍存在的对第三产业概念的一些误解,从正反两方面阐明了涉及第三产业产业性质的5个问题——第三产业的内容、无形产业的涵义、产业排序的原则、产业性质与市场化的关系、政府等公共服务业属第三产业的原因;从社会需求出发,全面分析了影响服务需求,因而成为第三产业发展状况的评估依据的4个主要因素——人均国内生产总值、城市化水平、人口密度、服务产品的输出状况,以及第三产业发展水平的衡量指标——第三产业比重、人均服务占有量和服务密度。文章还以人均国内生产总值为参数,建立了用以评估各产业发展状况的第一产业、第二产业和第三产业就业方程和产值方程。 In view of some common, misunderstandings about the concept of the tertiary industry, this paper aims to expound, on both obverse and reverse sides, five issues in respect of the industrial nature of the tertiary industry, viz. , the contents of the tertiary industry, the implications of the immaterial industry, the principles governing the ordering of the three types of industries, the relationship between the industrial nature and commercialization, and the reasons for incorporating public services like government into the tertiary industry. And then, in accordance with social demands, it gives a thorough analysis of the five major factors which affect service demands and consequently become a basis for evaluating the development conditions of the tertiary industry, viz. , per capita GDP, urbanization level, population density, export state of service output, and index measure of the development level of the tertiary industry, such as its specific gravity, per capita service output and service density, etc. Furthermore, by applying per capita GDP as a parameter, it proposes six employment and output value equations for evaluating the first, the seocond and the tertiary industries.
