摘　　要： 本文从劳动力人口、就业、失业和不在劳动力人口等概念着手，讨论了失业人口和失业率的计量问题，接着从历史的角度，讨论了不同生产方式与失业之间的关系，揭示了我国当前出现的失业现象是市场经济条件下生产要素优化配置的必然结果，但它在本质上不同于资本主义生产方式下的失业。同时，文章把失业问题置于全球的角度加以考察，介绍了西方失业理论和治理政策的最新发展。最后，文章分析了我国当前失业的具体生成原因，并在此基础上提出各种治理对策及解决失业问题的战略性思考。 This essay, proceeding ftom conceptions of the labour force,employment, unemployment and absent population of the labour force,discusses the problem of calculating unempIoyed population and unemployment rate,and,from the angle of history,deals with the relationship between different modes of production and unemployment' The essay points out that the present unemployment in our country is the inevitable result of production factors'optimization under the condition of the market economy, but is fundamentally different from the unemployment under the capitalist mode of production' In the mean while,the es-say examines the problem of unemployment ftom the angle of the whole world,and dwells upon the latest development of Western unemployment theory and unemployment-control policy. Lastly,the essay analyses the cause of the present unemployment in our country, and puts forward various unemployment-control policies and strategic thoughts on resolving the problem of unemployment.
