摘 要: 本文从文化学的角度,指出中国的文化环境与现代公关的要求不相适应。以儒家伦理为代表的中国传统文化对中国科技、经济和人性的发展产生了较多的消极影响。作为一套价值体系,儒家伦理事实上已深入中国文化的深层结构中,规定和制约着人们的心态和行为。公关意识是一种开放性的、行动化的积极意识,必须建立在现代社会的民主化和商业化这两个层面上,“民主参与”与“商业竞争”是公关的两个重心、两大基础。中国目前要努力强化“公民”、“公仆”、“公德”、“公众”、“公平”、“公开”六种文化意识,改造旧有的文化环境,使之适应现代公关发展的需要。 This paper points out the incompatibility between the cultural environment ofChinese society and the requirement of modern PR from an angle of cultural study.China's traditional culture, with confucianist morals as the representative, has beenexerting heavy passive impact on the development of science, technology, economyand human nature. And as a system of value, confucianism has struck its root inthe deep structure of Chinese culture controlling the psychology and behaviour ofthe Chinese people. However, PR ideology is an active ideology of an open anddynamic type and therefore must be built on the two levels of a modern society, i.e., democratic and commercial levels. 'Democratic participation' and 'commercialcompetition' are PR's two gravity centers as well as two major foundations. In Chi-na today there should be an intensified ideology about six concepts: 'citizen', 'pub-lic servant'. 'public moral', 'public masses', 'fair play', and 'openness', withwhich to transform the traditional cultural environment and adapt it to the requi-rement of modern PR.
