摘　　要： 本文针对那种把坚持党的领导与公务员“政治中立”绝然对立起来的观点,提出了如何理解公务员“政治中立”原则的问题,并从西方公务员制度中“政治中立”原则所具有的实际意义和功能,以及我国推行公务员制度的客观需要诸方面加以分析,指出:坚持党对公务员制度的领导与一定程度上借鉴和肯定公务员“政治中立”原则,并不是互为矛盾的,那种把坚持党的领导与公务员“政治中立”绝对对立起来的观点,实际上仍是我国政治体制中长期存在的党政不分、以党代政现象在人们观念形态上的反映,有必要在理论上和实践中加以澄清。 Countering such views as absolutely opposing the 'Persisting in the Party's leadership'to the 'Political Neutrality' of government officials, this essay puts forth the issue ofhow to understand the 'Neutrality in Politics' as a principle for government functionaries.The analysis of the essay proceeds from the practical significance and function of this principle and the objective necessity of the system of government functionaries. Theconclusion is that the persistence of the leadership by the Party is not contradictory toa certain extent of recognition of and reference drawn from the neutrality principle.The absolute stand in opposing the Party's leadership to political neutrality of func-tionaries reveals another reflection of the long-term integration of the Party and govern-ment work, and even substitution of government by the Party. This issue is worthclearing up in theory.
