摘　　要： 我国目前正面临加速工业化与必需矿产供给不足之间的矛盾。随着《中国的矿产资源政策》白皮书的首次发表 ,我国短缺矿产资源的开放型保障问题再度成为社会关注的焦点。本文论证了我国短缺矿产“引进来”、“走出去”的紧迫性和现实可行性 ,分析了与我国短缺矿产开放型保障相关的主要问题 ,并紧密结合中国国情矿情和全球矿产态势探索性地提出了若干政策建议。 Our country is facing a contradiction between accelerating industrialization and supply shortage on necessary mineral resources at present. As the first announcing of White Paper about 'The Mineral Resources' Policy In China', the opening style safeguard problems about our country's shortage mineral resources has become the social focus again. In this Paper, the authors defined and demonstrated the urgentlity and feasibility about 'COMING IN' and 'WALKING OUT' of our country's shortage mineral resources, pointed out and analyzed the main problems. Some suggestions are brought forward based on Chinese circumstance and the global mineral situation.
