摘　　要： 承包责任制是现阶段搞活企业的有效形式。但由于市场环境变化,新旧体制交替中伴随政策与种种权益关系的不断变更调整,以及改革配套措施的滞后等,使承包制面临种种矛盾和挑战。深圳经济特区从明确产权主体出发,改革国有资产管理体制和进一步建立风险机制、竞争机制,为完善和发展经营承包责任制提供了有益的经验。 Contracted responsibility system is an effective system at present for invigora-ting the enterprises.It is,though,confronted with various contradictions and chal-lenges owing to the thanges in market environment,the continuous alteration andadjustment in the course of transition from the old system to the new concerningpolicies and benefits,and the lagging of mating measures for implementing reformof economic structure.Shenzhen SEZ starts with defining the title to property,reforming the management system for fixed assets and establishing the mechanismfor risk and competition,which has contributed useful experiences to the perfec-tion and development of the contracted responsibility system in business operation.
